I'm completely new to OpenPLC and am trying to get DNP3 working to test out the platform. I'm on Windows 10 64-bit (if that helps).

So far, I haven't gotten DNP3 working. The port is never opened on my machine, whereas the Modbus port does open. When I look in webserver/core/dnp3_dummy.cpp, the function dnp3StartServer is empty, which makes me think DNP3 isn't implemented on Windows.

I saw an old post that DNP3 Windows is not supported, but there is a later post about new version of the runtime, so it isn't clear to me what the current status is.

Thanks,

Garret

DNP3 is not supported in Windows because the library that OpenPLC uses to implement it (opendnp3) doesn't work on Cygwin. If you still want to run it on Windows for testing purposes, I recommend you try running it inside a Linux virtual machine (VM). That's pretty easy to setup.
