Raspberry Pi is pretty versatile. You can create a webserver in several different languages, like Python, C, or even use a ready-to-use webserver like Apache.
In case you're talking about an HMI software, then that's something else. So far perhaps the only HMI software that can possibly run on the Raspberry Pi itself is ScadaBR. However, installing ScadaBR on the Pi is a nightmare and no one managed to do it correctly yet. You can google for "Install ScadaBR on Raspberry Pi" to search for tutorials on how to do that.
